Western Water’s Board of Directors is responsible for planning and managing the policies, strategies and objectives that drive Western Water towards a sustainable future.
The roles and duties of Western Water’s Board are established by legislation, Ministerial directions and letters of agreement.
The Western Water Board comprises seven Board Members with a wide range of relevant skills, experience and expertise.
Terry Larkins PSM JP - Chairman
Appointed June 2001
Terry has more than 30 years experience in the water industry and local government. He was the Chief Executive of the Shire of Gisborne and Secretary of the Gisborne Water Board.
He has a Diploma in Business Studies from RMIT, is an Associate of the International Water Association (IWA) and Fellow of the Local Government Professional (LGyro).
Terry is a Board Member of Melbourne Water, Chief Executive of the Eva Tilley Memorial Home and a current Board Member of VicWater, Macedon Ranges Health Services and Macedon Ranges Further Education Centre. He has guided Western Water through significant change and looks forward to providing future direction.
John wilkinson - Managing Director

Responsible for leading and managing the organisation, John was appointed Managing Director of Western Water in June 2002.
In 1998, John received the Institute of Water Administrator’s most prestigious award, the Barry Leach Award, acknowledging his exceptional service to the Institute and to the Victorian water industry.
A qualified accountant with almost 30 years in the water industry, John prides himself of leading Western Water towards a sustainable future.
Marcos Anastassiou - Board Member
Appointed October 2007
Marcos has lived in the Macedon Ranges since 1992 and has been active in the community. He was a Councillor for the Macedon Ranges Shire from 1997 to 2000 and a Board Member of the Djerriwarrh Health Service from 2000 to 2003.
With degrees in mathematics, social sciences and organisational behaviour, Marcos currently hold a senior planning position at RMIT. He is a Member of the Australian Institute of Company Directors and has worked in higher education as a planner, academic and consultant.
Russell Anderson - Board Member

Russell has extensive experience in financial management, governance, risk management and internal auditing gained from senior governance roles at Air New Zealand, Marsh Pty Ltd, CSIRO, PricewaterhouseCoopers and the Qantas Group.
With a Bachelors Degree in Commerce and a member of the Australian Institute of Company Directors. Russell is actively involved in ensuring sustainability principles are adopted in corporate governance frameworks in the public and private sectors. He has provided independent governance reporting to listed public companies and government authorities incorporating financial and strategic risk analysis.
Dorothy Bell - Board member
Appointed June 2001
Dorothy has 30 years of experience in teaching, consultancy, curriculum administration and governance in State and Independent school sectors, and was a recipient of a Fulbright Scholarship in educational development. She is a JP, holds a Bachelor of Arts, Master of Education, Professional Counselling Diploma and Company Directors’ Course Diploma.
A professional Counsellor, Dorothy recently trained with the Department of Justice as a Community Mediator. She has lived in Melton since 1998, been involved in local environmental groups and reconciliation initiatives, and brings a local community perspective to Western Water, with added skills of social research methodology, psychology and community education.
Ross Johns - Board Member

Ross is a grain grower and prime lamb producer. He is a former Director of the Australian Barley Board (1993 - 1996 and 1999 - 2009) and Grains Research and Development Corporation (2002 - 2008).
Ross has an Advanced Diploma of Business Management.
Tom Mollenkopf - Board Member
Appointed October 2011
Tom is the Chief Executive of the Australian Water Association and was previously the Deputy Executive Director at the International Water Association (London).
Tom previously help various senior roles at South East Water (1995 - 2005) including General Manager Corporate Strategy. He is a member of the National Health and Research Council Water Quality Advisory Committee, ACCC Intrastructure consultative committee and a number of reference groups for the National Water Commissions and chair of the Water Industry Skills Taskforce and the Smart Approved Water Mark Steering Committee.
Tom has a Bechelor of Jurisprudence, Bachelor of Laws and Master of Business Administration.
Andrew Osborne - Board Member
Appointed October 2011
Andrew is self employed as the Managing Director of Osborne Management, which provides technical and commerical advise on large scale water projects. Andrew was previously a Principle Consultant with Marsden Jacobs and General Manager Business Solutions Earth Tech Engineering.
Andrew has a Bachelor of Engineering and Master of Engineering Science and has complete the Australian Institute of Company Directors Course.
