Executive Management

Accountable to the Board, the Executive Management Team is committed to achieving our corporate and strategic objectives.

The Executive Management Team consists of the Managing Director and General Managers in five areas.

Jeff Rigby - Managing Director

Jeff Rigby

BEng Civil, MEng Sc, MBA, CPEng, FIEAust, EngExec, NER, FAICD, FGIA, FCIS, MIPAA

Jeff Rigby was appointed by the Board and commenced at Western Water in March 2019.

Jeff was previously the Managing Director at Coliban Water since December 2011.

Jeff has 34 years of experience working in the water industry in regional Victoria. He was the Managing Director of Grampians Wimmera Mallee Water from 2007 prior to joining Coliban Water.

Since 2017, he has been a Board Director of VicWater, the State association for the water utility sector. Jeff also serves as a Board Director of Castlemaine Health, a regional public hospital.

Jeff is a chartered professional engineering executive and chartered secretary.

Graham Holt - Chief Operating Officer

Graham Holt

Graham has over 30 years’ water industry experience in Australia and internationally. His experience includes leading large customer service and operation teams at UK-based Thames Water, where he established international projects in Malaysia, Indonesia and Australia. More recently, Graham held the position of General Manager Customer and Community at Central Highlands Water in Ballarat.

Appointed in October 2014, Graham is responsible for delivering Western Water’s customer service outcomes. This includes responsibility for the customer contact centre, customer support programs, communications, metering, property services, community engagement, network operations and water supply operations.

Livia Bonazzi - General Manager Strategy & Innovation

Livia Bonazzi

Livia has more than 17 years' experience leading the design and implementation of large scale strategic business improvement programmes across Australia and the Pacific.

Livia has previously consulted with major water retailers and worked at Moreland City Council as Director, City Infrastructure.

Livia has a strong track record in delivering substantial commercial growth and performance improvement. Her qualifications include an MBA from Melbourne Business School, a Bachelor of Architecture with Honours and a Bachelor of Arts and Bachelor of Planning and Design.

Neville Pearce - General Manager Infrastructure and Water Resources

Neville has over 30 years of experience in the water industry, previously holding leadership positions with three regional water corporations prior to joining Western Water in July 2020.

As Acting Managing Director and Chief Operating Officer at Coliban Water Neville supported the organisation in strategic planning, contract management, asset management, water and sewer operations, project design and delivery, and customer service.

Neville has been a Director on the Board of AWA Alliance Bank since October 2013, is Deputy Chairperson and the Chair of the Audit and Risk Committee and member of the People and Performance Committee.

Neville is responsible for delivering Western Water’s planning, procurement, delivery and operationalisation of all water supply and sewerage infrastructure systems and works. His responsibilities include the planning, securing and managing of all surface water and groundwater resource systems available to supply the water systems of the corporation to provide efficient, effective and high-quality services to the customers of Western Water.

Bernie Moss - General Manager People, Culture & Digital Technology

Bernie Moss

Appointed in October 2017, Bernie leads the People, Culture and Technology Division for Western Water which incorporates the functions of people management, organisation culture and change management, health, safety and wellbeing, enterprise security and information technology.

Bernie has over 23 years’ experience in the people management field, gained across a broad range of industry sectors including information technology, retail, government, pharmaceuticals, professional services, energy, engineering & construction and transport. Bernie has worked for both government and private enterprise including a number of large global and smaller domestic organisations.
